Do onsite meetings constitute as work being done on the property?

Arizona preliminary notices are governed by ARS §33-992.01. Under this statute, the notice should be sent no later than 20 days after the claimant has first furnished labor, professional services, materials, machinery, fixtures or tools to the jobsite. This means that the notice should be sent within 20 days after first furnishing.
The meeting may constitute "professional services" depending on the nature of the meeting. However, since this notice is only required to be served no later than 20 days, it stands to reason that there isn't technically a way to serve the notice too early.
