We have a CAT 548 Log Loader machine on a logging project in Idaho currently out on a rent to own option plan. Is this lienable?

Mechanics lien rights are only available against the project property where work is being done, not against personal property. So, if you're asking about the ability to file a mechanics lien, then the answer would be "No."
It's possible to execute an agreement that's secured by property though - so entering into a voluntary lien or payment security agreement might be an easy route. Further, it's possible that a UCC lien might be on the table, too - though I'll be the first to admit that I'm no expert on UCC liens.
