We are going to be working on a public works project, where there is a apprentice utilization requirement. Given that we are a subcontractor , and are NOT a union company , will we be required to fulfill the apprentice utilization requirement. In the Past we have paid everyone journeyman wages as this is how I understood the rule. Can you further clarify
