We have a 20 - day Preliminary Notice filed on a project. We hear rumors that the property was sold, but I am unsure. How does this impact the validity of the Preliminary Notice?

It doesn't. As long as you served the person identified at the time to be the owner or reputed owner of the property with your 20-day prelim, you should be in good shape. That being said, if you learn the identity of the new owner, it couldn't hurt to serve it with an amended prelim notice.
